Confusion as Scots await new law
Scottish retailers are facing confusion and a lack of coherence across the country as new licensing laws come into force on September 1, the WSTA has warned.
Licensing boards have pledged not to enforce new legislation under the Licensing
(Scotland) Act 2005 until November 1 in the face of extensive delays in processing personal licences.
But the WSTA – which has learned that some authorities are physically unable to
print the new personal licences ahead of the original September 1 deadline – has
warned that different licensing boards may interpret the new rules differently.
Last week Edinburgh hit headlines when it was reported that licensing chiefs
planned to introduce a citywide ban on off-trade promotions. But the board has since reassured the WSTA that it will not proactively ban discounts, but instead deal with promotions that raise complaints.
