Council forges ahead on unit price

Middlesbrough Council has published its new licensing policy, which includes a commitment to encourage licensees not to sell alcohol for less than 50p per unit.

The policy stops short of imposing a minimum price but allows “interested parties” to apply a review of a licence where stores sell at below that price level and problems are caused which are in breach of the authority’s stated licensing objectives.

The policy says that, after a review, “the licensing committee may impose a condition in relation to the pricing of alcohol”.

Middlesbrough is one of the first local authorities to include minimum pricing in its policy, which will be in place until at least 2014. The council said it was aware it was breaking from Home Office guidance on drinks pricing and the mandatory code on promotions imposed on on-premises last year.
