Review of Licensing Act complete by end of year

The Prime Minister has revealed the government is carrying out a review of the 24-hour licensing law after critics said it had increased binge drinking and late-night violence.

Responding to questions at a press conference on July 23, Gordon Brown said the Home Office was examining the impact the latest


Act was having on society.

He said: "As far as 24 -hour drinking is concerned

we have got a review

looking at what the effects of this ha ve been. Clearly there are strong feelings about what has actually happened. I have

looked at the evidence myself. There has

been an increase in the number of arrests from 3am to 6am, and you might expect that, but it is not a very significant part of the amount of arrests that take place in our community."

During a later press briefing, Brown's spokesman said the review followed on from a survey of licensing authorities carried out by the Department for Culture, Media & Sport in November 2006.

He said the review, which is expected to be completed by the end of this year, would be "objective and comprehensive" and not based simply on one set of crime figures.

Brown said he did not have the same strong views on 24-hour drinking as he does on casinos and cannabis: "Let's look at the 24 hours in the context of a review and not rush to judgement," he said.
